George Weston Foods (GWF) is one of Australia’s largest food manufacturers, with a stable of popular brands like Tip Top, Abbotts, Don, and Yumi’s.

To better serve its growing consumer base, GWF decided to build a new flour mill in Ballarat, Victoria, to replace its existing mill in North Melbourne.

The Ballarat mill is slated to be a seven-storey built-form facility that will create 174 new jobs and help support more than 1,300 farmers and businesses across Victoria.

The Challenges

The scale of the Ballarat mill means that project costs and timelines need to be managed carefully to stay within scope – a two-year construction window means even small delays can have outsized impacts.

The mill also includes an intermodal freight terminal.

In addition to the extensive regulations that govern food manufacturing facilities, the terminal will require additional compliance oversight to ensure staff and contractor safety.

At the time of writing, the mill’s construction hasn’t yet commenced.

Handover is currently estimated for mid-2025.
