Radically Transforming the ADF’s Logistics

In 2012, the Department of Defence (DoD) began consolidating Joint Logistics Command staff and storage facilities across Australia under the Defence Logistics Transformation Program (DLTP).

The DLTP’s purpose: to improve the ADF’s logistics and provide better support to Defence operations.

Practically, that meant consolidating existing wholesale storage, distribution and land materiel maintenance from 24 sites to seven primary sites, supported by nine specialty/retail sites.

One of the seven locations chosen for the consolidated infrastructure was RAAF Base Amberley in Ipswich, Queensland.

The DoD engaged us under the DLTP Works Package 2 to provide project management and contract administration services throughout construction.

The Challenges

We needed to transfer existing wholesale functions performed at Joint Logistics Unit South Queensland (JLU SQ) Bulimba and Meeandah to a greenfield site at Amberley.

Because the DLTP was nationwide, we also needed to use consistent design principles to ensure greater levels of interoperability for intra-network resources.

The Solutions

To minimise operational impacts, we undertook extensive coordination with various DoD and ADF stakeholders.

We also worked closely with the designer, BVN Donovan Hill, to ensure that all works complied with the relevant design requirements.

The Outcomes

Under a managing contractor model, we oversaw the delivery of:

• a headquarters office building for JLU SQ
• a general stores warehouse and cargo consolidation point
• an armoury that provides small arms storage and repair
• a loan and repair pool facility
• a vehicle, general engineering, and electronics workshop
• an administration space.

By locating the new logistics base at Amberley, we helped streamline coordination with overseas operations – a better outcome for both the RAAF and the ADF.
