Empire have been engaged to manage flood recovery works across 12 properties in NNSW, over a period of 6 months, under the Flood Recovery Program as part of the recent NSW Government funding commitment of $70M to repair, replace and build new homes.
The properties are in Lismore and Coraki and have been split into 3 packages of work between 2 contractors. Our engagement was to manage the delivery of the works up to the targeted defects free handover date. Services rendered included verification of all contractors’ pre-start requirements, chairing of various meetings and contract administration tasks. Client reporting was completed in the requested AHO format.
Management of the delivery works was supplemented with six site visits which were scheduled to align with the program’s milestones and monthly PCG’s, but also to monitor progress on site against construction program.
Scoping for this project was carried out in August of 2022. Since then, water damages from the floods have become increasingly worse which created the need to make numerous changes to the contractor’s scope of works. There were also additional challenges ranging from the lack of trades in the region and the ability to provide temporary accommodation for tenants in remote locations and with tight project deadlines.
Scope items were reviewed at project start-up to prioritise urgent items in an effort to keep the program within budget as far as practicable. Due to numerous scope changes, variations had to be prioritised accordingly, having consideration of time bar provisions per contract requirements.
Empire worked closely with the contractor and the client to ensure the site is ready and vacant prior to works commencing and assisted with coordination of tenant relocation. Packages 1-3 were successfully delivered and handed over to the Aboriginal Housing Office.
